The amount of money available for merit awards will therefore remain at the 1997-98 level. This policy will cover those academic units which fall under the university salary policy Executive Policy Bulletin No. 5.

SR-97-98-20 FPC A Recommends that the intellectual property of ownership rights of faculty who develop and/or teach the content of E-courses be clearly stated in a contractual agreement in accordance with Executive Policy Bulletin No. 9. For example, see Item IV, Ownership Rights, Sections A, B, C, and D of Executive Policy Bulletin No. 9 (Patent and Invention Policy for Marshall University).
SR-97-98-21 FPC A Recommends that teaching loads and compensation for teaching E-courses as part of regular teaching loads or as overloads be negotiated with the appropriate administrator in the College through which the course is being offered.
SR-97-98-22 FPC A Recommends the following: That faculty selected to teach E-Courses must have the knowledge of the content of the E-Course and the computer competency required to teach a course via electronic means.
SR-97-98-23 FPC R Recommends that E-Courses be taught according to a standard semester schedule; i.e., start and end according to the academic calendar. However, in certain cases, it may be expedient or necessary to use a more flexible schedule. In the event that more flexibility is needed or desired, there will be a time line written by the teaching professor that will bind students to an agreement to submit course work and communicate with the teaching professor according to an agreed upon schedule. SR-97-98-23R FPC W Recommends that the completion date for each E-Course shall be stated in the course syllabus. In no case shall it be sooner than the end of the semester the student is registered for. In no case shall it be later than one year from the end of the semester the student registered for. SR-97-98-25 SCWC A Recommends that the Code of Conduct be amended with the addition of the attached Sexual Assault and Abuse Policy.
SR-97-98-26 IS A Recommendation stating the following: We, the members of the Marshall University Faculty Senate, do hereby resolve that all monies generated by the Faculty Improvement Fee be used for eligible full-time faculty as: 1) merit raises, 2) market value adjustments, 3) promotion bonuses, and 4) cross-the-board or experience increment increases.

SR-97-98-35 PFPC D Recommends approval of the Marshall University Parking Policy as written by the Marshall University Office of Public Safety. (Disapproved by the senate; read by the president).
SR-97-98-36 APC A Recommends that the reorganization plan for the College of Nursing and Health Professions (CNHP) be approved as proposed to the Academic Planning Committee.
SR-97-98-37 APC D Recommends that the reorganization plan for the College of Science (COS) be approved as proposed to the Academic Planning Committee with an amended inclusion of the following two recommendations: 1) that an annual evaluation/assessment program be adopted for new divisional structure, and 2) that the Dean and Division Coordinators work for continued faculty and student input in the development and implementation of the reorganization plan. (Disapproved by the senate; read by the president).
SR-97-98-38 APC D Recommends that the reorganization plan for the College of Liberal Arts (COLA) be approved as proposed to the Academic Planning Committee with an amended inclusion of the following two recommendations: 1) that an annual evaluation/assessment program be adopted for the new divisional structure, and 2) that the Dean and Division Coordinators work for continued faculty and student input in the development and implementation of the reorganization plan. (Disapproved by the senate; read by the president).
SR-97-98-39 CC A Recommends approval of the proposed B.A. degree in Multidisciplinary Studies dependent on the following: 1) changes in the statement on Library resources, 2) changes in the Lewis College of Business component, and 3) the addition of a paragraph concerning the process that will be used to add and modify areas of emphasis.
SR-97-98-40 CC A Recommends approval, with reservations, the proposed deletion of the B.S. degree program in Computer Science and Software Development.
SR-97-98-41 SCWC A Recommends the following amendment to the current Grievance Procedure in the Student Handbook: On page 126 of the current handbook, under the "Grievance Procedure," it is recommended that "or his designee" be added after "the president...." in section b and c (2 places) under IV, C, Level III.
SR-97-98-42 SCWC A Recommends the following change to the current Marshall University HIV/HBV Policy on file in the Dean of Student Affairs Office (in italics, regular and bold): Under the "Guidelines for Prevention of Transmission and Management of HIV" section, 3c, the first sentence should be changed from Confidential testing and appropriate counseling will be offered to the individual by the school following exposure to Confidential testing, appropriate counseling and referral services will be offered through the Counseling Center to the individual by the school exposure.
SR-97-98-43 EC A Recommends that the Faculty Senate the following three options concerning the library move (only the adopted choice follows: Close the library for a designated five day period while classes continue. The tentative shutdown would begin on Monday, October 5, 1998.

SR-97-98-46 FPC A Recommends that President Gilley, working with the Faculty Senate, engage an external consultant for review of faculty salary policy including concerns about gender equity. Furthermore, the Faculty Senate shall be included in the selection process for the consultant and shall identify appropriate faculty groups to meet with the consultant. The consultant's report shall be presented to the senate for consideration before any implementation of salary policy occurs.
